The Roanoke Rapids Graded School District (RRGSD) Board of Trustees conducted important business during its Tuesday night meeting, including the swearing in of board members, the appointment of an Interim Superintendent, and action to begin the search for the district’s next Superintendent.
Returning board members Cathy Keeter and Jeff Koss were sworn in alongside newly elected trustee Jim Whitmire. Halifax County Judge Teresa Freeman administered the Oath of Office to all three who will serve six-year terms. Whitmire will assume the seat previously held by outgoing board member Steven Ellis. The oath was administered during the regular meeting, marking the official start of their new terms of service.
During the meeting, the Board also voted to approve Dr. Tom Daly as Interim Superintendent, effective January 5, 2026. Daly will succeed Tom Davis, who is currently serving as Acting Superintendent. Dr. Daly brings extensive experience in educational leadership and will guide the district during the transition period.
In addition, the Board of Trustees voted to hire the North Carolina School Boards Association (NCSBA) to conduct a comprehensive search for the district’s next Superintendent. The NCSBA Superintendent search process includes community and stakeholder input through surveys and focus groups, assistance in developing a leadership profile, a statewide and national search for qualified candidates, and support throughout the interview and selection process. This structured approach is designed to ensure transparency and community involvement while identifying highly qualified candidates to lead the district.
The Roanoke Rapids Graded School District Board of Trustees expressed appreciation to outgoing trustee Steven Ellis for his service and looks forward to working with its newly sworn members and leadership as the district prepares for the future.
